Melanie Taylor, CEO
Melanie Taylor has worked at Burke since 1986. She served as the Chief Administrative Officer from 2003 to 2018, and in 2018 was appointed to the position of Deputy CEO. In June 2019, Ms. Taylor assumed the role of CEO and is responsible for organizational planning, operations, budgeting, supervision, and monitoring of the organization. She holds a Bachelor of Science degree in rehabilitation and a Masters of Science degree in business management and recently completed a master’s degree from Texas A&M in public management. Ms. Taylor is a member of the Society for Human Resource Professionals, the Mental Health Corporations of America Human Resource Consortia, and the Texas Council of Community MHMR Centers Human Resource Consortia.

Mark Janes, M.D., Medical Director
Dr. Mark Janes has served as Medical Director of Burke since 1994. Dr. Janes has a Bachelor of Science in chemistry and received a medical degree from the University of Oklahoma in 1989. He is licensed by the Texas State Board of Medical Examiners and is board certified in general psychiatry and child and adolescent psychiatry. He is a member of the American Academy of Child and Adolescent Psychiatry, American Psychiatric Association, Texas Medical Association, and the Texas Society of Psychiatric Physicians.

James Smith, Chief Clinical Officer
James P. Smith, Ed.D. started with Burke in 2002 as a service director in the child and adolescent mental health division. Since then he served as the director of mental health operations before being appointed to his current position as the Chief Clinical Officer. In this role, Dr. Smith provides program oversight for adult and children’s mental health services, developmental disability programs, and early childhood intervention services. Dr. Smith holds a Master of Arts degree in Counseling and a Doctorate in Counseling Psychology. Dr. Smith is an active member of the Texas Counseling Association where he has held several board positions.

David Baker, Chief Financial Officer
David Baker has worked for Burke in Financial Services since 2012, he has served as comptroller, director of reimbursement, and director of financial services during his time at Burke and in 2018 was appointed Chief Financial Officer. He is responsible for the functions of billing and collections, managed care, accounting, and accounts payable. Mr. Baker has a Bachelor of Science degree, a Master of Business Administration degree and is a licensed CPA. Mr. Baker is a member of the Texas Council CFO Consortia and serves on the Texas Council Managed Care Steering Committee.
